In The MIA of Ukraine the international seminar on "Professional ethics and fight against police corruption" was opened (PHOTOS)

In accordance with the agreements set in the Declaration on Cooperation between the MIA of Ukraine and the MIA of the French Republic within the framework of the Eastern Partnership Police Cooperation Program, the two-day seminar on “Professional ethics and fight against police corruption”, provided by the bilateral 2015-2017 Action Plan, was opened in Kyiv.


 The main topics of the seminar are: prevention of corruption, strengthening of cooperation between the departments that are responsible for the fight against corruption, as well as getting acquainted with the experience and methods of the European law enforcement agencies. The analysis of the structure and the dynamics of this type of crime, the methods of control and prevention, how to work with suspects and victims will also be discussed in the course of the event.


Numerous experts from France and Sweden came to Kyiv to take part at the seminar, among which: Ms. Ann Hjalmarsson, detective of the anti-corruption unit of the criminal police of the Swedish National Police, Mr. Philippe de Boysere, Brigadier General of the French National Gendarmerie, who is responsible for the audit missions and the education of the French Gendarmerie at the General Inspectorate, Mr. Jean-Pierre Barbier, a representative of the analysis, ethics, rules and regulations department of the General Inspectorate, major of the French national police, Mr. Jean Bernard Colle, (former) Colonel of the French National Gendarmerie, former attaché of the French Police in Bosnia, OSCE auditor.


The Ukrainian party will be represented by experts from the departments of internal security, legal and staff support, patrol police of the National Police of Ukraine, as well as by representatives of the State Border Service, State Migration Service, teachers of the National Academy of Internal Affairs of Ukraine.


During the opening of the seminar, the Director of the International Cooperation and European Integration Department of the MIA of Ukraine Meri Akopyan expressed the hope that the implementation of the Program - including educational activities, study tours and professional exchanges, as well as operational meetings and regular meetings of the Liaison Officers and officials of the specialized EU institutions, such as Europol, FRONTEX and CEPOL - will significantly strengthen the practical cooperation between the law enforcement bodies of the Eastern Partnership and the EU members in the context of the fight against cross-border crime, including financial crimes and money laundering, cybercrime, illegal drug trade and human trafficking.


As part of the further measures envisaged by the EaP Program, the organization of a specialized training for units responsible for combating transnational crimes, the exchange of experience with the aim of providing effective investigative techniques, improving management standards with a focus on ethics and combating corruption in the management of human resources in law enforcement agencies and so on are planned.


The project “Eastern Partnership Police Cooperation Program”, the total budget of which is of 5 million EUR, was launched in March 2014 and will end in March 2018.
